3.2 Engineering, System Engineering and Process Engineering Support

The Bishop Group has significant expertise in the application of engineering disciplines to support the technical development of new war fighting capabilities and systems and to introduce significant alterations to existing systems. Bishop Group engineers support integration of existing systems into different applications and platforms and evaluate non-developmental systems, equipment and technologies to satisfy war-fighting and peace keeping requirements.

The Bishop Group is particularly well versed in the tailoring requirements and incorporating GOTS/COTS systems and components. The Bishop Group provides support in development of systems engineering documents, work breakdown structures, project time lines, deliverable schedules and Quarterly Program Reviews.


3.5 System Design Documentation and Technical Data Support

The Bishop Group has extensive experience tailoring technical documentation requirements for systems under development to ensure the system being developed reflects the latest design, configuration, integration and installation concepts. This includes the identification of requirements for engineering drawings for a large, joint, deployable COTS/GOTS system.

We have supported development of a Virtual Private Network and a command architecture for the integration of multiple military and civilian sites to a common headquarters activity. The Bishop Group has produced engineering drawings documenting the "as-built" prototype configuration and resulting component integration and configuration.


3.10 Configuration Management Support

The Bishop Group has prepared drawing trees for the initial baseline of a Joint Command and Control system, identifying the specific configuration of hardware, software and support equipment to be tested by Joint operating forces in the field. This effort established the initial configuration for the program.


3.14 Interoperability, Test and Evaluation, Trials Support

Joint Interoperability and Test and Evaluation of war fighting prototypes, components and systems are areas of expertise for The Bishop Group as detailed below.

Homeland Securities and Force Protection

The Bishop Group has provided support for data collection during laboratory and field exercises and data analysis of the exercise results in homeland security programs for NSWC PCD. The Bishop Group has supported system integration testing, developed a unique system for data collection, collected data, provided post-test data analysis and prepared the final engineering report.

The Bishop Group has supported integration of a system designed to demonstrate command, control and communications among three remote field activities and one headquarters site. This included test planning, and preparation of the exercise plan. We were responsible for portions of the exercise equipment installation, test conduct, data collection and analysis activities. The Bishop Group has also developed requirements and procedures to certify readiness for the exercise. The Bishop Group has prepared the final engineering report, which included "lessons learned" from the homeland security exercise.

Littoral Warfare Systems

The Bishop Group was tasked to assist in T&E planning and provide test conduct and documentation support in support of a Joint Command and Control System program. We provided subject matter expertise to the NSWC PCD T&E Project Engineer in identifying the level of T&E effort required for evaluation of the system prototype and test planning for a Joint Exercise. The Bishop Group prepared the exercise test plan, documented prototype component requirements, developed test procedures and data sheets, and assisted in the exercise test conduct and data collection effort.

General Interoperability and Test and Evaluation Expertise

Bishop Group personnel have extensive experience in the test and evaluation of littoral and underwater war fighting weapon systems including T&E experience of underwater weapon and control systems such as torpedoes (Mk 37, Mk41 and Mk 46), sea mines (CAPTOR, Submarine Launched Mobile Mine (SLMM) and Quickstrike), destructors (DSTs Mk 36 and Mk41), surface ship ASW combat systems (AN/SQQ-89, and Mk 116 Mod 7 Fire Control) and land attack combat systems.


3.20 Program Support

The Bishop Group has extensive experience in planning and organizing the management of acquisition programs and the integration of the functional disciplines to achieve program goals.

The Bishop Group has supported the NSWC PCD programs by providing subject matter expertise in project management and systems engineering. We also supported the development of project time lines and deliverable schedules and the preparation of program presentations and technical briefs.

Since 1998, The Bishop Group has supported the Expeditionary Warfare Conference conducted in Panama City by the National Defense Industry Association. After each conference we prepared a lessons-learned report and appreciation letters.
